The voting age is 18 across the country except in 19 states where 17 year olds can vote in primaries if they’ll turn 18 by election day. This is guaranteed by the 26th amendment which reads:

Section 1.The right of citizens of the United States, who are eighteen years of age or older, to vote shall not be denied or abridged by the United States or by any State on account of age.

Section 2. The Congress shall have the power to enforce this article by appropriate legislation.

In New Hampshire, the legal age of alcohol purchase and consumption is 21. I’m guessing that was the confusion.
